De internationale conferentie over Afghanistan in Londen heeft donderdag een omvangrijk slotdocument opgeleverd. Over de mogelijke re-integratie van Talibanstrijders staat daarin het volgende:

13. In the context of a comprehensive, Afghan-led approach, Conference Participants reinforced the need for an effective and enduring framework to create and consolidate a stable and secure environment in which Afghan men and women of all backgrounds and perspectives can contribute to the reconstruction of their country.  In this context, Conference Participants welcomed the plans of the Government of Afghanistan to offer an honourable place in society to those willing to renounce violence, participate in the free and open society and respect the principles that are enshrined in the Afghan constitution, cut ties with Al-Qaeda and other terrorist groups, and pursue their political goals peacefully.

Kort samengevat: wapens neerleggen en het geweld afzweren, de grondwet respecteren, en banden met Al Qaeda en andere terroristische groepen verbreken.

Voorafgaand aan de conferentie in Londen had de leiding van de Taliban zelf geheel andere voorwaarden voor verzoening gesteld: vertrek van de buitenlandse troepen en vrijlating van gevangenen in Afghanistan, Pakistan en uit Guantánamo Bay: 

the full withdrawal of the invading forces from our country. There is salvation and safety for the invaders in this. If they really want to take amicable measure for the solution of the issue, they should release the detainees in prisons in Afghanistan, Pakistan, Guantanamo and other prisons.
